Oxley was born in 1887 in Massachusetts and attended public schools in Boston and Cambridge, also studying at Harvard. As the Director of the Division of Work among Negroes (1925-1934) in North Carolina, the first state office of its kind, he created programs which other states used as models. ![]() ![]() He served with the federal government until 1957.
